The National Committee on Science & Technology took an initiative on the establishment of State Council of Science and Technology at the time of formulating the Science and Technology component of the fifth year plan (1974-79). The State Council of Science & Technology were to be activitated in the sixth five year plan 1980-85 and accordingly the department of Science & Technology (DST), Govt. of India was selected to play a promotional and cathelitic role to establish the Councils. The DST convened the “meeting on establishment of State Councils for Science & Technology” in January 1981 at Bangalore. The recommendations of this meeting and the consequent letter sent by the Planning Commission on 21-07-1982 have served and continue to serve as guidelines of Science and Technology in the State and Union territories.
Goa was prompt in responding to the initiative taken by the Dept.of Science of Technology, Govt. of India and established the Department of Science, Technology and Environment at Secretariat level followed by the constitution of Goa, Daman and Diu Council for Science & Technology, in the year1983. Between 1983 to 1987 when Goa was still as Union Territory, The Council was chaired by the Chief Secretary. After attaining statehood, the Council was re-constituted in 1987 under the Chairmanship was re-constituted in 1987 under the Chairmanship of the Chief Minister and the Vice- Chairmanship of the Minister for Science & Technology. Since its inception in1983, until 28-04-1993 the Council was working as an Advisory Committee for the State Govt. and all its activities were implemented mainly through the Department of Science and Technology and Environment. In 1993 the State Government decided to accord the status of a registered society to the Council and consequently since 29-04-1993 the Council has been registered under Societies Registration Act, 1860. The State Dept. of Science, Technology and Environment functions as the technical secretariat of the Council.
